Zelensky States Absence of Clear Defense Guarantee from European Partners

President Zelensky has stated that European allies have not given him concrete pledges that they will protect his country in the case of a future Russian attack.

"I am asking this very question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.

These remarks follow a day after Britain and France signed a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.

However, comprehensive defense assurances have not been agreed. The US, which has been leading efforts to end the invasion, was reported to have abstained from signing such a commitment at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which involved some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron subsequently indicated a significant number of soldiers may be sent.

Allies proposed that the United States would assume a leading role in monitoring a truce. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

The Russian government has not yet commented on the declaration made in the French capital.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "an essential component of our dedication to stand with Ukraine for the long-term".

He added: "It establishes the pathway for the juridical structure under which British, French and partner forces could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."

The Ukrainian leader praised that accord as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I see the will, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.

"However, until we don't have such security guarantees - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this question cannot be answered. And should they materialize, you still have to rely primarily on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also notable owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the allies "largely finished" their work on agreeing security protocols.

Recently, Zelensky said a settlement was "ninety percent complete".

Questions of land and security guarantees have been at the center of unresolved issues for negotiators.

Putin has repeatedly warned that Ukraine's military must pull back from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could redeploy its forces to an agreed point - but provided that Russia reciprocated the action.

Russian forces currently controls about three-quarters of the Donetsk region, and some 99% of the adjacent Luhansk region. The two regions form the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - with a focus on power facilities. Moscow is also achieving slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
